It's time for another numismatic term, "Non Circulating Legal Tender". NCLT coins are the subject of much heated debate in the coin industry. Basically these are most of the commemorative and off metal strikes issued by the mints. They are made for collectors and to gain money for the issuing authority. But if you wanted to spend them in theory you could, thus they are legal tender.
